Chronologically, and by association. Most US “punk” bands would have fallen under “hardcore punk”. Although Bad Religion isn’t going to sound particularly “hard” up against something modern like Morser. They were on Greg Ginn’s SST records, they played and toured with Black Flag and other “hardcore” bands.

shouldn't this be in the hardcore-section since minutemen was part of the underground-american-hardcore era? hardcore Iis a sort of punk in a way i guess, but since they were a part of the scene "hardcore" maybe one should call them that.
